# Electrical opportunity review: methodology

This is a descriptive pilot of 41 procurement records. It is not a representative UK market estimate, a list of currently open contracts, or an assessment of whether a particular business can bid.

## Selection

Retrieve procurement records whose current titles contain “electrical”, “EICR” or “rewir”, case-insensitively. These words select candidates; they do not determine their classification.

For each candidate, select the earliest stored tender-stage notice published on or after 1 January 2026 and before 1 September 2026, breaking publication-date ties by notice identifier. The extraction produced 234 qualifying notices across 203 procurement records. Order those records by procurement identifier and select positions 1, 6, 11 and every fifth position thereafter: 41 records.

This systematic selection is reproducible, but identifiers can correlate with source and ingestion history. It is not a probability sample. Terms such as lighting or substation are not fully covered; later title changes and lifecycle duplicates can affect inclusion.

## Review

The available complete stored description or full-text field was read for each sampled record. Full bid-document packs were not examined for every case. Scope classification was a semantic review, not a keyword rule.

Categories describe the primary offer and are mutually exclusive. Consultancy/independent assurance, training, goods and overseas work are separated first. Remaining domestic work is distinguished between framework/panel/DPS admission, wider bundled works, and predominantly electrical installation/testing/maintenance. Unresolved scope remains unresolved.

Consequently, the six primary admission entries do not include every framework: consultancy and materials entries can also use frameworks. The twelve electrical-work entries include specialist industrial and design-and-build work; they are not twelve opportunities proven suitable for small electricians.

A separate reviewer checked all 41 category summaries and the full descriptions of 18 electrical-work/admission entries. Source corroboration covered 12 records, including five deterministically selected audit records. Some original pages could not be fetched directly; indexed official sections, official portal mirrors and buyer portals supplied corroboration. Parallel publications with different procurement identifiers were not silently merged.

## Values and dates

Values are those stored for the selected notice, converted from pence to pounds. Null values remain missing. Their VAT bases, contract periods and lot aggregation are not harmonised, so values are shown in bands and never summed as market size. A missing selected-source value does not establish that no public value exists: a parallel Annalong notice discloses £85,000.

Publication-to-deadline intervals use the whole calendar-day difference between the stored publication date and UTC deadline. Exclude Greenwich record 346254 (deadline absent), Pioneer record 349287 (6 March in description versus 13 March in date field), and Duxford record 3637070 (31 July in the stored Find a Tender date versus 1 August in a public mirror summary). Nine usable intervals remain.

Intervals do not measure guaranteed bid preparation time. Prior publications, amendments, requests to participate and mandatory visits may create different practical deadlines.

## Findings

Of 41 records: 12 electrical-work packages; 8 bundled works; 6 primary framework/panel/DPS admissions; 7 consultancy/assurance; 4 goods/equipment; 2 training; 1 overseas works; 1 unresolved.

Among 12 electrical-work records, ten have a stored stated value: two at or below £100,000; two above £100,000 to £500,000; one above £500,000 to £1 million; five above £1 million. Two selected records lack a value.

Among nine usable intervals, one is fourteen days, two are fifteen to twenty-eight days, and six are at least twenty-nine days.

A separate title-based award retrieval contains 467 award notices across 402 procurement records. Seventy-five notices across 73 records carry an explicit call-off field. These are metadata counts, not a reviewed share of the electrical market or a count of accessible missed jobs.

## Evidence and corrections

The public CSV contains each sampled record, its source URL, primary-offer classification, reasoning and corroboration status. The calculation JSON provides counts and exclusions. No customer information is included.
