Software-as-a-service (SaaS) solution

Provision of a bilingual, cloud-based digital learning platform and content management system for national education services.

  • Design and provide a secure, personalised, bilingual and user-centered Hwb web platform as a software-as-a-service solution for Welsh education stakeholders.
  • Provide standard website functionality including a content management solution, news management and event management.
  • Provide a single resource repository supporting creation and sharing of dynamic and interactive content, resources and assessments/quizzes hosted locally or by accredited partners, from static and interactive resources to immersive VR and AR formats.
  • Integrate with central Entra ID for differentiated access to content and provide a seamless Single Sign-On gateway using role-based access control.
  • Support interoperability with Microsoft 365, Google for Education and Apple Classroom so resources can be used in lesson planning within virtual classrooms.
  • Design the platform to be fully accessible to the latest WGAC AA standards, secure by design, and simple for Welsh Government teams to publish content.
  • Migrate content, test and stand up the new platform.
  • Provide dynamic scaling and full resilience for variable activity, including approximately 3.5 million logins per month.
